This Guide demonstrates the feasibility of a “…national strategy to improve access to as many languages as possible for people of every region, ethnicity, and socioeconomic background—that is, to value language education as a persistent national need similar to education in math or English, and to ensure that a useful level of proficiency is within every student’s reach. (America’s Languages: Investing in Language Education for the 21st Century, viii)
The Guide lists programs and practices that exemplify outstanding accomplishments in Access and Excellence in language education, revealing the way forward for language education in the future. The programs represent all levels of education, large and small institutions, rich and poor communities, as well as marginalized bilingual and disenfranchised monolingual populations.
The intent of the Guide is to identify exemplary programs successful at offering more diverse languages and attracting and accommodating learners traditionally deprived of effective language education and its benefits. The Guide can thus serve as a major resource for drawing attention to these languages and potential learners as well as the practices language education must provide now and into the future.
Inclusion in the Guide is based on specific qualifications that demonstrate enhanced and equitable access for marginalized bilingual and disadvantaged monolingual learners, to neglected as well as traditional languages, in poorly and sufficiently endowed programs and institutions.
Programs entered in the Guide are selected by the America’s Languages Working Group and its Fellows. The Guide is not intended to be a comprehensive list of programs of excellence, but rather it constitutes a dynamic display of programs and practices advancing access and deserving of emulation by peers in PreK-20 language education across the country.
